Not quite sure where to find the definitive answer to this but when reporting to a new frequency the initial call usually consists of callsign and cleared level or level maintaining.. .. .Is it required or preferred to state passing level as well as cleared level when in the climb (notwithstanding initial contact with departure frequency when on a SID).. .. .Never ceases to amaze me too how longwinded some native english speakers seem to be able to make the simplest of R/T calls.. .. .Edited for clarity?. . . . <small>[ 20 March 2002, 16:23: Message edited by: M.Mouse ]</small>

Reporting a passing FL can be used to verify the mode C readout at those units that require it. I'm fairly certain it is not mandatory to report passing level on first contact but any information that paints a more accurate picture in the controllers mind has to be a good thing. HOWEVER, as you point out, keep it brief. "Baby 123 passing 295 for FL280" is fine.
