SERCO advertising staff for new bid

Hi
Does anybody know where the latest SERCO ME bid is? I see they are advertising for a variety of staff which look like requirements for a new contract tender

The Serco website has adverts for Baghdad and Dubai.

They always have openings... have had it for many years now.

But what do they mean by "bid"?

Do we have to tell what we want, and then they'll hire the cheapest?

No.

They, Serco, are bidding to provide ATS somewhere and are advertising for possible candidates should they get the contract.
