Australia used to instruct aircraft to contact departures airborne, however, with autorelease departures does not know which aircraft will be the next airborne. Tower is responsible to ensure correct radar coupling before transfer to departures.

One particular bone of mine is being talked at very early in a go around, happened on a number of occasions at my home base and each time has interrupted something important.

In Utopia, you'd be the only aircraft in the sky, and able to do whatever you want, and call us whenever you see fit, as it wouldn't make any difference.
In this world (at least in mine controlling the busy NY/NJ skies), you delaying the check in until 3000 feet, may result in quite a lot of different scenarios (some not very pleasant).

This is not possible at airports like EGLL because the SID might cross the missed approach from the other runway. In other cases the Tower controller is required to verify the SSR before transferring to another ATC frequency.
