The ATCO's in the USA are employed by the FAA or by 3 private companies that run the contract towers. Last time i checked you had to be an American citizen to be employed. They have plenty of ex-Mil ATCO's waiting to be taken on and a lot of them take the contract tower positions until they can get into the FAA.
It may be different now but 10 or so years ago I looked into USA employment and you could gain access via a Visa available to work in county/town owned airports and progress through the citizenship requirements from there. Pay was **** house though. Your country may vary and the Visa may no longer be available.

Don't know if still the case, but in order to become a 'Registered Alien' you must be sponsored by an immediate family member, (Parent or sibling), who is US Citizen, or by a Spouse who is US Citizen, or by a US based employer who needs your specific skills set, which can be found on the INS approved list.
After 5 years of being a fine, upstanding, law abiding and financially solvent 'guest' of Uncle Sam, you can then apply for US Citizenship.
Federal agencies only employ US Citizens, the exception is/was the military, who may still accept Registered Aliens from specific countries. (Those which are NATO member states for example).
Been a while since I lived there so all/some of the above may have changed.

The Department of Defense also employs civilian Controllers. Not sure how many, but I Know there are some. I suspect that these jobs might be pretty tough to get if you're not a former US military ATC.
