They will again, but for now they are still in the recession mindset and think that they can lure someone in on mediocre t&c (let's face it, if they aren't willing to publish them then they probably aren't setting the world on fire) because there aren't many jobs around. However, there is some mobility creeping back into the job market, and they will have to do better than this.
