The wrong concrete?

Just caught the end of a news bulletin which said that Easyjet were not flying from Bristol because of the runway. Has someone used cheapo concrete?

according to the BBC website its because there are no grooves cut into the newly resurfaced portions of the runway - meaning a severe lack of grip and reduction in braking action
