If you check airports web sites,you will see(Melbourne on example) constant rise of traffic ,both passenger and a/c movements.
I think it is the answer to your question.

I actually did mean December 2008 sorry about that, typo.
however i can tell you ASA are at a minimum of 35 short of what "minimum" staffing they need. More are leaving each month plus retirees. this means they are at least 50 short what one would call "normal" or 105% of requirements.
If you surf thenet you can find infomation where both TMA/ enroute and some twrs have been unmanned for some shifts (due to acute staff shortages) and that block of airpspace has basically been deactivated and pilots have to separate themselves.
Hmmm not bad for a 1st world country huh!!
The management is currently attempting to rehire some more expats and also some RAAF controllers in a vain attempt to plug the hole, but like the sticking your finger in the dyke but then another 2 holes appear. Problem is that most want top dollar for their experience but the cheap skates at ASA do not want to pay it, as it will affect the managers bonuses.
