LBA yesterday

Yesterday at approx midday or just after I was sat in the University at Bradford and saw what seemed to be a light aircraft acrry out 2 360 turns over the City centre, it was the time of the funeral for the WPC but surely this aircraft should not have been there

Doubt it as the Skycopter etc were all up as was the Cops Chopper, also seemed too low and breaching the minimums of 1500' etc

Maybe the airport was busy and he was told to hold wide of the field?
I have held over the city once before, albeit in a twin?

As long as he was not breaking Rule 5 and had a clearance from Leeds, why not?
breaching the minimums of 1500' etc
He could still have been legal - that rule has recently been changed to 1,000'.

Could I commend to your attention the contents of Rule 5 and then ask which part this aircraft was allegedly breaching - always assuming, of course, that it did not have an exemption?
