Windows 2000 & passwords

My laptop rune windows 2000 and it refuses to remember passwords. For example in Outlook Express for the account passwords. Even when you tick the box to remember passwords, it unticks the box. Every time you open up OE you have to re-enter the password(s). The same happens for dial up connections.
I thought it was a windows 2000 thing, but when I put 2000 on my desktop it was fine and remembers everything. What is the difference and how can I get it to remember these passwords.
