CPL exam requirements

is it possible to just complete the CPL exam before starting the flying school? I dont want to waste the money on flying if I cant handle the work load.

Of course it's possible. I do it exactly this way for the same reasons.
You just need to finish flying school 36 months after you passed the exam.
