Type rating questions software

Does anyone know of any software available that could be used build a pc based exam?

I am ideally looking for a basic framework that I can insert my own questions and answers, then a final score be automatically calculated.

I guess I need the services of a software programmer, but if anyone knows differently - please let me know.

I have tried to go down this road. Such software does exist. The stuff that is fairly user friendly is also (in my view) very expensive (minimum of £1,500). I am still trying to find a sensible cost solution.
