"...In the preliminary audience for the 08/10/2001 tragedy the Public Prosecutor Celestina Gravina states that the top management of the Civil Aviation falsified the presumed "confusion in competences", so as to build an alibi and rebound responsabilities and competences.
It took only 24 hours to solve some of the problems, how the rapidity of the interventions decided only after the 8th of October demonstrates.
To replace the radar, who had been definitely unserviceable since September 1999 -and not only damaged as per information given to pilots- would have taken only 2 months. But no radar was provided and for 2 years nothing happened. No alternative procedure (indispensible in case of fog) was put in place. Without radar Linate should have allowed only one T/O at the time. But that would have meant the end of ENAV and Linate...."

Italian civil aviation should have been closed down,long time ago.The judge only discovered the same what happened after Ustica disaster.In Italy it's not law that rules.
