At Schiphol, which might still be an IFALPA Black-Star airport, it is rare to be given the wind at departure by the Tower Controller.
Is this legal? Do you feel comfortable with this situation?

Simple. Don't end up with the tail wagging the dog. Ask for a surface wind check if you're not given one, you won't be refused!

Landing a AMS the other day, 19R was giving wind at less than 5 kt, whilst 27 was something or other gusting to 20 kt.

I suppose that when 18/36 becomes operational it will need to have it's own TAF & METAR. It's almost far enough away from the rest of AMS to be used as an alternate!
