Virgin Express out of CGN?

Does anyone know if there´s any truth to the rumours of VEX starting a base at Cologne?? They planned to start it last December but backed off after several German LCCs announced they would also start operation from CGN.

Can't see it myself, not after backing out before...... same old story with them not enough resources or stomach for a fight!
