I understand London Guildhall University currently have a distance learning CPL and are currently developing a full time CPL for introduction sometime in the new year.I suggest you contact them.

Somebody mentioned ATA up at Coventry as well. Not sure of their web address. No doubt somebody will help you out there.
Good luck!

When i was there visiting a couple of months ago everything looked fine. Its a bit small but maybe thats how it should be!.
I've also heard that they are taking some of the SFT & PPSC students so they should be financially stable!

There is also Glasgow Nautical College run by Pete Bainbridge. Very good school by all accounts and not too expensive. They have an informative website that I recall seeing, but you'll have to do a search for it as I cannot remember the site details.
