Try Google (http://www.google.co.uk/search?q=pc+cobol+compiler&hl=en&lr=&ie=UTF-8&oe=UTF-8&start=10&sa=N) to start with.
Also, there's here (http://www.birrs.net/BirrsProgramming/links/cobolcompilers.html) which details some tools, one of which at least appears to be free.

I've just noticed - shouldn't your request for Cobol tools be titled "I need help" as well ?
