Colour codes are used to indicate the cloud & vis reported at the airfield. They range from BLU, which is basically CAVOK, WHT, GRN, YLO, AMB and RED which is dogpoo and nobody flies. Also on some airfields, YLO can be split into YLO1 and YLO2.

The military use colours which refer to fixed data. Let me explain: in cival aviation they use cavok which means ceiling and visibility ok and then you know vis = 9999 and cloud base + 5000m.
The decode for the colours is as follows
red ceiling 0-200ft vis 0-900m
amber 200-300ft * 900-1800m
yellow 300-700ft * 1800-3700m
green 700-1500ft * 3700-5000m
white 1500-2500ft * 5000-8000m
blue +2500ft * + 8000m
black airport closed
Hope these are the colours you are talking about

red doesnt mean no ones flying, ive seen lots of flying done in colour code red, admittedly not by white card holders! and black doesnt mean the airfields closed it means that the runway is closed ie a cable engagement or smoeones pissed hyd fluid all down it.
