As a Flight Ops Officer, does a Certificate in Project Management help? If not in my own carrier, do other carriers or organisations recognise this?

Yes, absolutely it does. Next do an accreditation in Management Studies. It will further your career and, hopefully, when you'll move up to a management position the knowledge gained will serve you well.
