I don't think that this is quite a "bring me a rock" situation, ORAC.
This looks like an exploration of options, with a known mission need, but with no assumptions on what platform is required to fulfill it (with cost as a variable).
This appears to be similar to what the US Army / DoD did with their Future Vertical Lift approach.
"My mission needs are this (fill in the details here_____): What platform (or combination of platforms) will provide me that capability?"

Contrast that with the successful UTTAS program: we need a Utility helicopter.
