Air Niugini and PNG Air owe K 120,000,000 in overdue fees and charges. If you were a General Aviation charter operation you would most likely be grounded or wound up for not paying fees. I don't know if the Missionaries are exempt from Air Nav charges.

So; it begs the question .. how can Air Niugini purchase new aircraft when they are so heavily in debt?

It's pretty easy really, you either sign up to belt and road or you bitch, moan and whinge to your former oppressor/colonist to continually bail you out. Forever the victim.
