If not, does this work in practice ? How long until Ryanair or Wizzair catch on to this ?

I'd love to be on the first flight they try that one. Someone sticks a 40 kg "carry-on" in the reserved space and then says to the CC - "you want it moved - you move it" - repeated 210 times down a single aisle
