What is the different between TSO and PMA ?

From this articles https://sassofia.com/blog/bi-lateral-treatment-of-faa-tso-uk-caa-uktso-articles-pma/ , it state that
TSO is a minimum performance standard for specified materials, parts, and appliances used on civil aircraft. When authorized to manufacture a material, part, or appliances to a TSO standard, this is referred to as TSO authorization. Receiving a TSO authorization is both design and production approval.

PMA is a combined FAA design and production approval for modification and replacement articles. It allows a manufacturer to produce and sell these articles for installation on type certificated products.

Hence, can I conclude that TSO holder can design articles, parts and appliances however, it cannot be installed on aircraft until the TSO parts was certified by authority?
so, before installation of TSO parts it must first be tested ?
whilst for PMA parts it could be installed on type certificated products?
