some initial thoughts which I will follow up on as I plow through them:

Just to let you now I have joined the party and will plough/plow through this when I get some spare time. It's huge on the daily news, especially as it is perceived to have been rammed through without proper consultation by the people who naturally resent having to pay higher taxes. Thus the taxes have been cleverly adjusted, e.g. 'less from now on to Fukushima reconstruction and more to defense/defence', etc.

Japan has threatening and aggressive neighbours to the north, Russia, north-west, DPRK, and east/south-west China. China's expansion has been particularly rapid. DPRK's sudden acquisition of unthinkable weaponry has also taken people by surprise. It was inevitable that Japan should wake from her slumber and seriously consider her options.
Equally inevitable that in an area of the globe where the intent of each written word is examined 'strictly', she should be particularly careful how she phrases things.
