According to the link, the Il-76 went down just after taking off from a fuel stop at Dyagilevo AB, just west of Ryazan, while en route from Belgorod to Orenburg.

Engine fire on take-off. One engine reportedly found on ground 1km before the crash site. If the wing was coming apart they may just have put it down before it folded.

Yes and no. There is always someone with a smartphone. Not waiting, but rather quick to record everything that looks odd, hoping that their recording goes viral, if the captured event turns out to be important.
(One interesting side effect is that disaster coverage went up, while UFO sightings went down due to this change.)
