If the country is flooded with weapons and then descends into chaos, what chance some of these will fall into the hands of terrorists?
I hope there's a time limit on the software, such that the missile becomes 'bricked' after a year or so! If not, why not!

Cost of record-keeping and ( especially ) physically updating for other users, difficulty of keeping codes/software secure ?

Ukraine looks like a target rich environment for the next while. I suspect the Ukes will put each one we can get to them to good use. Vlad needs to lose several hundred tanks and aircraft.

It would bother the family and friends of the dead soldiers. The only people who can string him up from a lamp post are his own, and whether it's because they've lost loved ones or lost all their money due to sanctions is irrelevant. With enough effort we can cause this without risking nuclear war.
