Is there an AeMC in the Middle East, which can issue an Initial EASA CLASS 1 Medical?

95% sure that Initial has to be done in an EASA country. Try to do it on the country where you will get your license issued, but can be done in any other EASA Member state(then you have to transfer the medical, and it takes months)
