Once again I seek the assistance of all you experts out there to help me identify this icon that suddenly appears and disappears, either in horizontal or vertical form, seemingly at will. It is incredibly annoying, and seems to be associated with dragging and highlighting.
My questions are, what is it and how do I get rid of it?

Look like some form of scrolling aid.
What OS are you using?

I'm using Windows 10, and I should have mentioned that the icon is locked onto the cursor when on screen.

I can get something similar (on win10 21H1) by holding the scroll wheel down on my mouse. Then moving my mouse scrolls left or right, up or down.

Well, you learn something every day. Just tried the hold down scroll wheel, and hey, an icon appears and I can scroll up and down.

And if you click it again the icon disappears. I didn't know about that either,

I finally solved my problem with the “unidentified” icon. It was related to the trackpointer and centre button on my trackpad, I have a Lenovo X1 carbon paptop. If I pressed the trackpointer I could get the icon the switch from horizontal to vertical (although I’ve no idea what the functional difference is) and by manipulating the trackpointer and the centre button on the trackpad (sorry, can’t remember the actual sequence) I got the “unidentified” icon to disappear. Yeh, I know, I’m woefully computer illiterate.

Another one for the 'feature, not a bug' drawer then?

Honestly, too many features is a bug. :}
