Avgas or Avtur? Avgas stains are blue. Looks like a jet aircraft to me. Are you talking about the lighter 'stain' between the span-wise black lines?
Could well be cold soak as it appears to be the fuel tank area. If so, it's quite normal.
There's a near-identical picture on Google images, seems to be the same aircraft type too.

If you have just landed it will be a "frost layer" from the temp of the fuel outboard as the condensation freezes (light area) similar fuel cools the wing when uplifted and you can get a little condensation form.
For what its worth on the old VC10 doing a see in and working on them, it could be raining on you under the wings as the fine hoar frost melts under the summer sun then runs round and drips on you.
