Whilst I qualify my opinion from memory as I am no longer in the game,

I believe that or Part NCC your principle place of business is where the aircraft is based and the crew are dispatched from. Also see GM1 NCC.GEN100

with an aircraft which is registered in a State other than the UK but where the operator is established or residing in the UK.

Part ORO applies equally to NCC as it does to AOC except for SubPart AOC
