It reminds me of a photo from an aircraft book I had as a kid....the airfield in close proximity to the tall buildings.

Good puzzle, especially with a 70s vintage photo, skylines have changed a lot since then.
Best guess, Burke Lakefront, KBKL, Cleveland, Ohio. The view is looking southward, with Lake Erie waterfront at the photographer's back.

Edit: Although, now, there are no tiedowns or parking apron on the north side of the runways?

This is KMKC, the Kansas City downtown airport.
Well, vintage reality and nowadays virtual reality of the KMKC skyline view, isn't all that different... (taking into account the slightly different viewing angle/perspective)
