Does anyone have a copy of the above IN - concerning validation of ICAO licences -

I have a reference to it, but can’t download from the CAA website as it’s been withdrawn.

Alternatively, if someone can point to the regulation where an ICAO licence (FAA) holder may fly a U.K. registered aircraft - I know it can be done but need to point to chapter and verse. Spent 3 hours trawling part FCL, OPS, ARA, ORA and the ANO but obviously putting in the wrong search criteria.

Has your FAA holder got the minimum 100 hours total time as well as a valid FAA licence and medical?

For EASA and "excepted" aircraft—see interpretations in UK ANO schedule 1 (link (https://www.legislation.gov.uk/uksi/2016/765/schedule/1))—that is permitted by way of derogation pursuant to art 12(4) of the Aircrew Regulation (link (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:02011R1178-20200622#tocId22)). The UK has chosen to make use of this provision and the relevant conditions are set out in ORS 4 No. 1380 published 23 Apr 2020 expiring on or before 20 Jun 2021 (link (https://publicapps.caa.co.uk/modalapplication.aspx?catid=1&pagetype=65&appid=11&mode=detail&id=9582&filter=2)).

Unless undergoing flying training the pilot of a UK-registered EASA aircraft is required by art 136 (link (https://www.legislation.gov.uk/uksi/2016/765/article/136)) of the UK ANO to hold a licence granted converted or validated (including declarations for time-limited usage) under the Aircrew Regulation. For excepted aircraft see art 137(3)(b) (link (https://www.legislation.gov.uk/uksi/2016/765/article/137)). As things currently stand that position will, at least initially, remain the same after IP completion day (31 Dec 2020) when UK-registered "EASA aircraft" will be called "Part 21 aircraft" and "non-EASA aircraft" will be called "non–Part 21 aircraft."

The revised information regarding other ICAO licences is covered in EU Regulation 2020/723 issued March 2020
Any ICAO Licence holder my fly a UK Registered Annex 1 aircraft in accordance with Article 150
