It would appear that the UAE has, for all intents and purposes, shut its borders to all those arriving who are not citizens or residents.

The ability to obtain a visa on arrival has been suspended and the local press has also reported that they have cancelled all visas for those that have not initially entered the country yet.

Gulf News - Coronavirus: UAE cancels all pre-approved visas (https://gulfnews.com/uae/coronavirus-uae-cancels-all-pre-approved-visas-1.70477221)

This seems to be a marked escalation in countermeasures. Whilst the majority of our passengers at EK are transiting and appear to be unaffected, the wider ramifications of effectively isolating the country and especially Dubai, must present a even greater challenge to the local economy.

Now it's also for residents/valid visa holders Emirates News Agency - UAE suspends entry of valid visa holders effective Thursday for renewable two weeks (http://wam.ae/en/details/1395302831731)

At SHJ, they put a sticker in your passport after doing a mandatory swab test, valid for 14 days. For now, no requirement to self isolate. What's happening at the other airports?

Is that only operating crew or also crew returning from leave?

How will this affect operating air crew?

EK crew today were advised that a period of self-isolation at home in Dubai is required for 14 days following any duty. The 14 day period can only be broken by another duty. All ground based training has been suspended for the time being.

Is the same occurring at FZ?

Is that only operating crew or also crew returning from leave?

This weeks edition of the Life of Brian states that self-isolation is required after leave. However, crew outside of the UAE on personal travel, won't be able to enter the UAE for the next two weeks anyway.

Domestic helpers for UAE national sponsor is the way I read it. Assume expats have to clean their own homes.
