I believe MSN 38636 is operated by the state of Kuwait. 39749 by Oman. And there are the 3 Qatar one mentioned above.

MSN 38636 is indeed Kuwait; 9K-GAA and MSN 39749 is A4O-HMS, stored in Hamburg after a cabin refurbishment in December 2019.
Qatar has a couple active; A7-HHE & A7-HHJ while A7-HHF has been in storage at Basel since 2017.

Indeed Halas! VQ-BSK was transferred to the Government of Turkey September 2018 and now flies as TC-TRK.
