The company I work for frequently uses LPLA (Lajes, Azores) as a ETOPS alternate, however the wind data is never reported in the Lajes METAR (examples below).

1) Why is the wind data not reported?
2) Filed ETOPS alternate is based on forecast weather (TAF), which does show the wind. But if I do end up diverting to LPLA is wind data reported in the local reports?

I found a NOTAM which sent me to the Portugal AIP Supplements:

METAR wind information only available as METAR message remark. Only 2 MIN average wind speed and direction and 10 MIN gust available.

AIP 07/2020

Why the wind information isn't in the remarks I can't resolve.

You would think it would be more useful to be reporting what they are capable of reading, and to send a NOTAM explaining the limitations of the wind given in the METARs. Particularly as it is such a crucial alternate station for trans-atlantic flights. The LPLA ATIS and ATC could also amplify any shortcomings if pilots still unclear from the NOTAM.
