Just a curious question - does Turkey issue an EASA ATPL or they have their own license standards?

Yeah.... If you perform the ATPL Theorical test, ELP and sim check. Like any other licence...

I was always under the impression that they issued EASA licenses (since their airlines always look for EASA license holders) :)

Any other countries where EASA license can be attained at a swift pace (with everything that you have mentioned)?

It all depends of the AOC...
