The Australian Transport Safety Bureau (ATSB) said the plane was a Savannah ultralight model.

Probably operating out of Emkaytee, there is an RA AUS school there and I think a lot of flying is done from the airfield on weekends.

If it's a RA AUS registered one the ATSB aren't going to investigate.

It depends if it’s straight forward or not. Obvious fuel exhaustion would be a no-brainer. If it’s engine or airframe related, expect more involvement.

A mate of mine watched it happen, he lives close enough that he ran off into the scrub to try to find it, and is being interviewed today, and his exact words are - Was flying fine, then suddenly in a spin pointing roughly towards the ground, but pitched up slightly before impact.

It depends if it’s straight forward or not. Obvious fuel exhaustion would be a no-brainer. If it’s engine or airframe related, expect more involvement.
One would expect to make those sort of judgements they would need to actually attend the crash site.

And yet, the investigation into the incident with " VH-LBY Skippers C-441" ( AO-2018-019 ) at Broome, 18 months ago, is still marked as due for completion first quarter 2020.
Fortunately, no fatalities or injuries with that one though.

We're still waiting for the final report on the Rossair Conquest crash over two years ago as well.
