Is the carriage of firearms as in part 91.C.3 enacted into law yet or does the sec 143 still apply.

C3 or C7? Looks like it's in force based on the website... but hard to tell exactly as most of the other references to it have "draft" written all over them.

So if I am operator and pilot, I can give myself permission to carry an arsenal?

Not until 2021 (Part 91) and only if you aren’t engaged in airwork (Part 138) unless you have a permit under s143.

Like the rules on dogs, this would come as a surprise to most pastoralists operating own aircraft.
