Doesn't look that way to me. While he's spinning the flags are random from the downwash but as he moves out of frame they revert to what would have been more of a headwind

Looks deliberate, like the pilot had seen too many Wild West movies. Kinda thing you seen in a drill camp after the young pilot has been living in a tent for 6 weeks.
