you require a low level endorsement and permission of landholders. As for national parks, landing is banned. Most water authorities ban landing on storages without permission and that would no doubt include river banks. CASA regulations state that permission is required. You don’t have it automatically. Hence everything is forbidden unless you gain a one off exemption.
Every fiber of CASA reflects this basic principle: everything is prohibited except under certain conditions.
That is why all the rules are written: “A pilot commits an offense................(insert action
) .................unless................”. Everything is forbidden unless it’s compulsory.

What reg says that you need a low level endorsement when taking off or landing at a location that the PIC has determined to be suitable? As for landowner permission, a simple phone call to ask before you rock up in somebody's paddock is a matter of common courtesy, regardless of what the rules and regs say.

In addition to this, it’s best to get written permission, be it hand written, email or SMS.
I got burnt once by getting a verbal, which wasn’t good enough for CASA.
Same goes for your insurance company.
