Have a trip there end of June and see notam “CIRCLING RWY 23 COMPLETELY WITHDRAWN FOR FLW INSTRUMENT APPROACH PROCEDURES”. Does anyone here know if, under VFR conditions, whether visual approaches are allowed? Cheers in advance.

Check landing distance available after the huge displaced threshold for R23. If you can land with that little distance then I would suggest you call the tower and ask.
