Are they taking Direct Entry Second Officers?
Does anyone know if they will pay for license conversion if successful?
Or does anyone know how much license conversion costs in Singapore?

I can answer the above two questions. But, you must share your aviation background/experience first before I can walk you through CAAS licensing conversion.
