User Report, under 10 posts

An issue I have come across is that the reporting function (red triangle under a username, for spam harassment etc...) does not allow users with less than 10 posts to complete the report. The initial page gives a field to enter the complaint, but sending the report results in an error saying not enough posting privileges due to less than 10 posts. While this might be a sound precaution, I believe all should have the ability to flag malicious content. Perhaps this could be amended?

Unfortunately that function works the same as posting, and we cannot remove the antispam throttle for users with very few posts.
