So, the ICAO Annex 1 confuses me more than elucidates. Perhaps it’s my age.

Can a pilot who has reached his 65th birthday, who flies as PIC on an aircraft with less than 30 seats, less than 7500 lbs of payload, requires two pilots, and is operated under Part 135, (which is commercial but not scheduled) - continue to fly internationally?

Which countries comply with the annex? Which countries only use it as guidance? Where would I go for expert advice on this issue?

Big problem....
The ICAO Annex applies to ALL countries whom are a signatory to ICAO. At age 60 for Single Pilot or 65 for Two or more pilots, you cannot act as a crew member of an aircraft crossing an International boundary; on ANY Commercial flight..
Having said that; various countries may put their own spin on the ruling and call in the age limit earlier; on ANY Commercial flight.
Some countries whom are neighbours may seek to apply to ICAO for an exemption; takes approx. two years to promulgate and possibly a few $million
In some countries where there is a age discrimination Act; eg Australia.. you can continue to fly Commercially until whatever age you can hold a Class One medical and pass the checks etc. (internal; non international Ops)
The age limit does NOT apply to any form of private operation. ie: Gulfstream/Global for owner aircraft, private Op, enjoy!
The weight of the aircraft has nothing to do with the ruling...

There was an Tui captain taking the UK to court over the issue of compulsory retirement based on age. Does anyone know how that is going?
