Do PICUS hours count towards the CPL.To start a CPL course to need 100hrs as PIC.Can't they be PICUS hours(Hours flown with an instructor on board)

You can never log PICUS with an instructor on board in a single pilot aircraft. Only ever dual. or SPIC (which is only available to integrated courses).

The only time you can log it is when you have successfully completed a flight test with an examiner.

But I just found this document which states that if we really act as a PIC this can be logged as PIC. I am going to do hour building with an instructor/safety pilot for the first few hours.

co-pilot is a function on a multi crew aircraft.

Hour building with an instructor as pic is logged as dual.

if you sign the techlog as PIC then you log it as PIC. The "other" person can not log anything.
