Seems odd, will the Qataris get the first VVIP A380 instead of a third B-748 BBJ? Did the deal for the order stall and finally be torpedoed by the U.S.-GCC sanctions?

The aircraft has arrived at SAW and will be operated by @TurkishAirlines (https://twitter.com/TurkishAirlines) for the government.

Looks like this plane has been parked at PAE for years:

According to FR24 in recent months VQ-BSK has sometimes operated Azur Air sectors normally flown by B-738's or B-752's. It doesn't seem likely to me that a small charter airline would operate a B-748 BBJ Moscow-Vladivostok on an occasional basis.

A case of mistaken aircraft identity or fake news planted to discredit Erdogan and the Qataris?

The aircraft was a couple of days for sale (AMAC) and then withdrawn from the market. Nice gift for the Sultan
As far as I know production year was 2012 and completion was finished in 2015. Design was done by Edese Doret
