I get that bypass Pay is meant to not penalize you financially in this seniority system of promotion. But when you spend a year or more on bypass Pay you will be penalized, because you are behind the pay scale that you should be on. Effectively a pay freeze. ( I have heard pay freeze before from the superiors!)
For example if you were on command bypass Pay for 2 years. That equals 3 years at command yr1 pay ( 2 years bpp. 1 year command pay after promotion). But if you had have been promoted as per the original plan… you would be on CMD yr 3 pay. In the end what you gained in the short term will be lost in compounded losses over the future years due to trailing the pay scale that you should be on.
So who wins?
