Good Day to all,

I have a question regarding ATC clearance

is there a rule/law which says when a pilot has to go around when he didnt get a landing clearance. Is there a minimum e.g. distance to threshold or so? For example the radio is too congested and the pilot is on final already rwy in sight and so on... ? can he land without clearance?

The short answer is - it depends! Ultimately a pilot is responsible for the safe operation of the flight, so if in the pilot's assessment (which will be challenged after the event) it is safer to land without a clearance than to go around (for example with traffic ahead or departing from a crossing runway) then do so. Otherwise go around. There is no specified time or point by which any of this must be done.
