The Philippines produces mediocre, average and quality aircrew just like everywhere else. I have NOT met a single Philippino pilot who doesn't understand Vmc. I'm assuming you are a Brit. I've met, and flown with many of them. No systems knowledge on the aircraft they are flying, vague to little understanding of aerodynamics and very basic ATC understanding.

I've also witnessed the CAAP issue a commercial multi engine license in which the check ride consisted of taking the CAAP Inspector once around the traffic pattern by the applicant, with both engines running. The training for the applicant consisted of riding "co-pilot" on a PA23 Aztec hauling fish for a month. No engine out, no emergency training, zip.

Go back and look at the archives of multi engine accidents in the Philippines and you will see a common thread in most of them.
