This rules make no sense ,it has no logic .two people with a foreign CPL ,one converts his to DGCA CPL and does nothing for 5 yrs .the other pilot does not even come to India for 5 yrs .now after 5 yrs it is impossible for the 2 nd pilot to convert his license whereas the first one can fly .

One followed the procedure of DGCA and has an Indian license and the other one did not follow the rules and procedure for the past 5 years. It's only the fault of the pilot in that situation, so no they should not change the rule.

The way out for the 2nd pilot is to get a foreign ATPL ( 5 years is good enough to get one) and now convert it to Indian ATPL ..Simple...follow the procedure..
