It only seems yesterday that the C-130J first flew - hard to believe it was more than 20 years ago. :O

Considering that they were transporting civilians, I was surprised that they left the engines running when they deplaned! I remember that even back in the days of short stopovers on multi sector piston or turboprop aircraft that the engine on the disembarkation/embarkation side would be shut down.

The US military in Japan, particularly the Air Force and Marines, tends to get a negative press, so safe events like this marking new deployments are seen as important to gain the goodwill of the populace.
